A New York Supreme Court judge has ruled in favor of FDNY EMS Local 2507 and District Council 37, finding that the FDNY and a former FDNY Commissioner Robert Tucker violated civil service laws in the hiring of 82 fire cadets, according to a press release from FDNY Local 2507.

The court determined that the temporary appointment of the cadets as EMTs or EMS trainees for longer than three months bypassed eligible candidates and violated New York State’s Civil Service Law, the state constitution, and city hiring rules.

The disputed appointments involved fire cadets who had completed the department’s cadet program and were awaiting entry into a probationary firefighter class. Instead, they were placed into an 18-week EMT training program scheduled to begin in June 2025.
